    Scott Helle is a Rural Project Manager for the Kentucky Office of Rural Health, where he focuses on maintaining and fostering relationships with Kentucky’s rural EMS providers and services. He also serves the office as an instructor in mental health first aid, CPR and Stop the Bleed. He is a Certified Ambulance Coder, a Certified Ambulance Compliance Officer, Certified Kentucky EMT and a Certified Kentucky 400 Hour Firefighter . He has more than 27 years’ experience working in the pre-hospital EMS field in Eastern Kentucky where he currently works as a Compliance Officer for Perry County Ambulance Authority. Scott completed is Bachelor of Business Administration (BBA) degree at Lincoln Memorial University and is currently working on is Masters of Business Administration at the University of Kentucky.

    Abby Bailey

    Abby Bailey has been in EMS for two decades and now serves as the Program Manager for the Trauma/Burn Hub of the Pediatric Pandemic Network, working PRN for Buechel Fire-EMS and Oldham County EMS. She started her career with Jefferson County EMS and has worked at several services in the Louisville area, flown for Air Methods and most recently served as the Deputy Director of Henry County EMS. Along the way, Abby has served in roles including QA/QI, Field Training Officer, PR/CPR Center Officer, PCECC and Training Officer.

    Abby has a love of education and has brought that to all of the services she has served. She continued that passion when she brought the emergency medical conference MedCon to the Louisville area in 2020.

    Abby has two young sons who keep her smiling and busy and help drive her passion for pediatric emergency medicine. She enjoys traveling, golfing and spending time outside with friends.

  • David Fifer

    David Fifer is an Assistant Professor of Emergency Medical Care and Director of the Paramedic Degree Program at Eastern Kentucky University, as well as a practicing Paramedic with Powell County Ambulance Service. Since 2001, David has been consistently engaged in the practice of patient care as a volunteer EMT, emergency department technician, career firefighter/paramedic, and professional single-role paramedic. He also serves as an emergency management specialist with the U.S. Department of Health and Human Services, Office of Emergency Management & Medical Operations. Currently, he serves on the Education Committee, Wilderness EMS Task Force, and EMT Waveform ETCO2 Task Force of the KBEMS. He is the founding coordinator of RedSTAR (Red River Gorge Special Treatment, Access, and Rescue Team), and serves as a Rescue Specialist for the Kentucky State Police Aviation section. David holds a Master of Science in Safety, Security, and Emergency Management and a Bachelor of Arts in Political Science from EKU. He is a Fellow of the Academy of Wilderness Medicine, and represents the nationwide community of EMS professionals on the federal National EMS Advisory Council.

  • Ryan Stull

    Ryan Stull is a Nationally Registered Paramedic with 15 years of emergency medical experience. Ryan holds specialty certifications through the International Board of Specialty Certifications as a Flight Paramedic and Tactical Paramedic. He works for a HEMS agency as a flight paramedic in western Kentucky while also working at his local emergency department as a critical care paramedic. Ryan also serves in the Kentucky Army National Guard with multiple deployments to the Middle East and Africa. Currently serving as a Critical Care Flight Paramedic for the Wildcat Dustoff, which frequently responds as part of joint rescue operations supporting civilian groups such as REDSTAR in the Red River Gorge area. As a CBRNE response task force member with the KYARNG, he received specialized CBRNE medicine, structural collapse, rope rescue, and disaster medicine training. Additionally, he has completed critical care, burn, and advanced trauma training at Rush University and the Cook County Trauma and Burn Unit in Chicago, IL.

    Ryan Hunter is a paramedic actively working in eastern Kentucky for a local HEMS and Fire Based EMS service. He currently serves in the Kentucky Army National Guard as a Critical Care Flight Paramedic and Non-Rated Crewmember Flight Instructor with the Wildcat Dustoff. He recently participated in the first NVG aided hoist rescue in commonwealth history while retrieving an injured hiker via helicopter in the Red River Gorge Area. Ryan holds a Bachelor of Science in Emergency Medical Care and EMS administration. As a CBRNE response task force member with the KYARNG, he received specialized CBRNE medicine, structural collapse, and disaster medicine training. Additionally, he has completed Critical Care training through the University of Maryland Baltimore Campus and completed extensive training in burn and advanced trauma care at Rush University and Cook County Trauma and Burn Unit in Chicago, IL. Ryan's special interests include critical care and wilderness medicine.
